State Transcript Withholding Law Tracker

Withholding student transcripts of students who owe funds to an institution has percolated as a consumer/student fairness issue over the past year.  As such, many states have introduced measures that would prohibit colleges and universities from withholding transcripts due to unpaid debts. Withholding transcripts is a key tool in the process by which colleges and universities communicate with students about owed balances.

COHEAO has been actively monitoring state activity for transcript withholding legislation and has put together a comprehensive document highlighting the states where transcript legislation is pending or has become law with detailed summaries of the bills and their evolution in the process.

Today, we are releasing this document as a tool and reference for our members to better engage in these state-level discussions.  COHEAO will soon release talking points for institutions as further assistance in these debates.  We encourage all of our members to engage in this important discussion in order to craft meaningful legislation that doesn’t ultimately end up unwittingly causing more harm to students.
